CDRA Philippines explains the Climate and Disaster Risk Assessment process step by step, then lets you walk through a fictional municipality to see how hazard, exposure, and risk data become land use decisions.
The process
Five steps, one risk picture
A CDRA moves from hazard information to a set of decisions a plan can act on. Each step produces outputs the next step depends on.

Gather hazard data
Assemble what is already known about the hazards and climate changes that affect the locality, and turn it into usable maps and tables.
- 02
Scope the impacts
Work out which sectors, areas, and systems could plausibly be affected, so the assessment stays focused on what matters.
- 03
Build the exposure database
Record what is actually located in each hazard-prone area — people, buildings, facilities, lifelines, and natural resources.
- 04
Assess the risk
Combine exposure with sensitivity and adaptive capacity to produce a risk score for each exposure unit and hazard.
- 05
Summarise and decide
Turn the risk results into planning statements and interventions that a land use plan and investment programme can act on.

The risk scale
Every exposure unit is classified on a four-point scale. The same colours are used on every map, chart, and table in this module.
Low / Neutral · score 1
Manageable with existing capacity. Monitor and maintain.
Medium · score 2
Requires planned action within the plan period.
High · score 3
Needs priority intervention and budget allocation.
Very High · score 4
Critical. Consider relocation or major structural measures.
